Hello, I was wondering if anyone knows if I should switch to “local mirrors” instead of packages.linuxmint.com? I did some research on this, but I’m wondering specifically about this in relation to being safe and private, so that’s why I’m asking the awesome folks here.

You don’t really need to worry about that. Their main server is in the US, so anything further isn’t exactly needed. 
Even if for some reason you choose to go for a faster server, make sure it has the https instead of the http. That will make it safer and more private.
